Assuming this is a non-budget list, since there's an Enlightened Tutor in there (stupid thing is way overpriced). But I digress...
The one thing that stands out for me is the inclusion of Privileged Position and Asceticism. It seems like most of your creatures either already have built-in protection (like Uril does), or have already done their work just by entering the battlefield (like Farhaven Elf or Terastodon). I could see Privileged Position being OK since it gives your non-creatures troll-shroud or hexproof or whatever, but Asceticism seems especially weak with Uril, since the only way he would get killed is by sacrificing effects (Grave Pact, Wing Shards, etc).

it's non-budget yeah. Asceticism is mostly a carry-over from old lists, and there for the regeneration on Uril since wrath effects kill him if he doesn't have totem armor. It also covers some of the creatures that don't have his abilities. That said, I think it could certainly be cuttable since I have a swath of other good cards for Uril on the waiting list. Privileged Position is there more-so as buffed protection for the global enchantments and artifacts in the deck, as most of them have heavy bullseyes on their head. It also keeps my lands from getting Terastodon'd if it comes out early enough. There's a few changes I think I'm already making to this list. A few big cards that I just haven't been able to afford are argothian enchantress and primeval titan, so if anyone has these for trade I'm usually interested. I also don't have the smaller enchantresses, which if purchased could push this deck into a slightly better position. Uril's pretty easy to streamline, the main concerns are how much and which type of ramp to run, and how many auras. I think I need to run Vow of Wildness as well, because it doubles as a pacifism for me and gives my opponent a beating stick to go haymaker one of my other opponents.

Cards I'm not sold on and think should be cut: Elvish Harbringer Banefire Expedition Map Tajuru Preserver
Cards to upgrade: Tormod's Crypt -> Relic of Progenitus Condemn -> Path to Exile
Cards to add: Battle Mastery armadillo cloak Bestial Fury

appreciate the comments.
- Elvish Harbinger - He's in here somewhat as a mana accelerant but mostly as a tutor package for Tujuru Preserver, Oracle of Mul Daya, and Chameleon Colossus. Uril's biggest weakness is vulnerability to grave pact effects (and no not every one is an enchantment), thus the reason for Tujuru Preserver. These cards have actually been great for me in the past with Uril. If I owned Worldly Tutor, I'd probably put that in over the Harbinger.
- Banefire - I cut it.
- Expedition Map digs for Sunhome, Fortress of Legion, Yavimaya Hollow, Contested Cliffs, or Hall of the Bandit Lord, all of which are amazing in this deck. I just didn't post the lands list so that doesn't help with critiquing the deck I suppose.
- Tormod's Crypt - I can't stand Relic of Progenitus in EDH. Almost every deck uses recursion, including this one, so I really don't enjoy the prospect of wiping my own graveyard or picking away at someone else's one by one. Tormod's Crypt is usually fine at spot-removing the one annoying player's yard, it's recurrable, and it's tutorable. Relic is not an upgrade IMO
- Condemn - Condemn might be limited to attacking creatures, but it tucks Generals. In our playgroup, giving someone a land with Path to Exile is a death sentence, so it was cut long ago from my Uril list. It *could* come back if I want to up my spot removal count, but in general cards like Condemn and Path both go against the grain of this deck since neither is an enchantment.
- Battle Mastery - Never liked it in Uril. Doesn't give evasion, so a lot of times you'll just have this aura and he'll get chumped or you'll have two auras and the other will get destroyed having him be chumped again. It's happened to me too many times, so unless I run 12-15 auras for Uril Battle Mastery is not great. It's much better in Zur.
- Armadillo Cloak - I've played it a lot in the past in Uril, don't think I could find room here. I might have put it in when I built the deck last night at home, not sure though. It's usually solid.
- Bestial Fury - yeah this thing is awesome. I'm really overdue for picking one up from the shop.

Couple thoughts on the deck; mainly around focusing the decklist on your theme.
Not sure why these creatures in the deck. It seems like they are all unneeded or covered by another card (Vexing Shusher -> Spearbreaker Behemoth).
1 Serra Ascendant 1 Seedcradle Witch 1 Magus of the Disk 1 Steel Hellkite 1 Deathless Angel 1 Spearbreaker Behemoth 1 Plated Slagwurm 1 Akroma, Angel of Fury
I'm not sold on these cards; I was thinking about momentous fall and decimate as possible replacements. Also, if you have a Martyr's Bond, it seem's pretty decent in this deck.
1 Exclusion Ritual 1 Aftershock 1 Soul’s Majesty
Cheers Evan

Unless you want to be able to dig up other non-Elf creatures, Harbinger is probably just as good as Worldly Tutor. Don't forget about other options like Green Sun's Zenith and Congregation at Dawn (3x Worldly Tutor).
There are also other graveyard options...Night Soil, Stonecloaker, and that new guy from the Commander box set are all pretty good.
I'm glad I'm not the only one who agrees that Condemn is usually better than Path. There is that little problem of only hitting an attacking creature, but that's much better than giving someone an extra land. People ramp too much already.

One of the reasons I run a few more creatures is to try and be a bit more resilient to grave pact effects, but I could just run more hate I suppose and more tutors if my general gets tucked. Vexing Shusher and Spearbreaker are in there as redundant protection against blue-based decks that run permission.
Serra's ascendant is a quick beater in white, and can be suitable for auras as a backup option to Uril, Plated Slagwurm is more or less another backup Uril as well. Spearbreaker and Deathless are in there to help Uril survive wrath of gods, but granted they are more late game.
Magus of the disk is in there with Chameleon Colossus to hook up with Darksteel Plate and as a reset button
Steel Hellkite and Akroma are in there admittedly as beaters and removal, so they probably could get cut easily.
Exclusion Ritual is a tutorable non-land Desert Twister, not sure why no one else likes this card. I especially like that it can get something like a Prime Time which is usually played by several people at a given table, so once you remove one you shut off the rest.
Aftershock's not in the list, but it's something I've played before in Uril, could be doable again at some point.
Soul's Majesty - probably one of the best cards in this deck since it's virtually impossible to spot remove Uril in response.
There's certainly stuff I can cut here, I could tune the direction to be more tutor / aura heavy, I just hate tutoring in EDH as it takes up the other players time, and I hate making the deck more vulnerable to Grave Pact effects. Sheoldred, Grave Pact, and Butcher of Malakir have housed this deck on multiple occasions.
Edit**
Didn't see Travis's post, a few words-
- besides being a tutor, harbinger is a great mana ramp/fixer too. That said, I totally blanked on Green Sun's Zenith and Congregation at Dawn, both of which are sitting in my pile of EDH cards.
- I still prefer Tormod's Crypt in this deck because it nukes the whole yard, it's free to play, and it can be done easily at instant speed. I like the other cards you mentioned and run them in a few decks, but for Uril it's basically just a slot where I want the job done immediately so I can try and win the game.
- I think Path is still "OK", but I'd prefer to run it if I were running 8-10 spot removal effects of its type. And to be honest, Soul Snare's probably better in this deck since it's tutorable.

Do you want creature removal or do you want to tuck a general?
Tuck a general = Oblation Creature removal = PtE
There are tons of generals that win without attacking and/or have some built in defensive mechanic. Condemn doesn't do squat to them. Personally, I love Oblation because not only does it tuck creatures, but it can tuck anything annoying.
Forgot to mention a possible addition, Awakening Zone. Gives you tons of grave pact defense and does a soft mana ramp.

Awakening Zone is considerable for sure. Never really thought about it in the senses you mentioned but it would fit here.
I don't like giving my opponent a lot of free stuff to beat me with, aka 2 cards with oblation and a land with pte. You're correct that some Generals don't require attacking, but not many in the playgroup here in Madison. Plus, condemn is fairly good against any attacking creature, it doesn't necessarily need to be played against a general.
TBH, I like Crib Swap probably more than any of them other than it's mana cost. Has the least drawback IMO.

The more tutors you run the less redundancy you need and the more consistently your deck gains. The best way to do it quickly is to know what you need and pretutor when possible.
