HMMMM..... That seems like a likely card to encourage rampant cheating.
I mean in both ways too. Playing against it, the opponent can say prove that it is the first card you drew after you put it in your hand and you'll have no way to truly do so and similarly the opponent can pretend that it is the first card he drew especially if he has one or more in hand. I don't like this mechanic.
There should be a clause on there that states that you reveal it during your draw step if you are looking to use the miracle cost. Otherwise it's way to friendly to cheaters.

Heehaw red got a good card. It's a "miracle" Also Pat you have to use it during your draw step to use it's miracle cost so I don't think that will be an issue

Same problem, smaller window of opportunity.
This mechanic also seems like jace the mindsculptors new friend especially if you can put it back in your hand from the grave. Draw three cards, put two back on top...putting this on top each turn so that you draw it first each turn. Hopefully there are some other decent miracle cards especially if there is any library manipulation.

I imagine there will be some changes to the floor rules to deal with the potential cheating issues that "miracle" will create. Probably something along the lines of if the card drawn touches the existing cards in your hand, then the miracle cost is void. Despite that, I still foresee a lot of arguments over this mechanic.

Still not seeing the problem. You have to play it for it's miracle cost immediately when you draw it. Thus, there isn't time to draw another card or shuffle things around in your hand. The abuse with Jace is definitely going to happen, but that's Jace afterall. Did you guys see the new one today? It looks mighty busted -
