Why is Trade Secrets banned in EDH? Why would they include the card in some of the commander decks only to ban it later?

Because Wizards doesn't create the banned list. I think there is still an outside group that works on the banned list and then when they decide to make changes Wizards updates the formal list to mirror those changes. Truthfully, EDH isn't very competitive and the banned list really doesn't mean much. It's hard to take seriously with Sheldon Menery as the most well known pusher of the format espousing fun and having some 3rd party rules on victories (victory points for doing 'fun stuff'!?).

Trade Secrets was banned because it more often than not results in collusion, allowing two players to gain massive card advantage over the rest of the table.
