I've never played Vintage before, but I was reading an article today that mentioned how Slash Panther is a solid playable card in Vintage, and it seemed weird to me. Can someone explain this?

Where did you see the article?
The only reason Slash Panther is playable is because it's an artifact that can be powered out via Mishra's Workshop. I would rather play several other cards rather than Slash Panther in most decks, but there is likely a deck that can play Slash Panther.

I can't remember where I saw it, but afterwards I went over to the Vintage forum on MTG Salvation and sure enough there were a couple different threads that listed 4 Slash Panther in the deck lists.
Vintage is a weird format.

Slash Panther took a slot in the more aggro workshop decks because it's a 4/2 haste creature that can reliably be played on turn 1. It also dodges the restrictions on Lodestone Golem, which that specific type of deck usually played as well.
Also, 4/2 haste creature can easily take down a JTMS that is played into an empty board and then gets used to brainstorm, thinking the coast is clear. That can be a pretty critical tool for shop decks to have at their disposal.

I'm not going to disagree with the fact that vintage is weird. It's gotten even weirder since I stopped playing it, judging some of the lists I have looked at recently.
